Role purpose :
- The purpose of the Stewardship Officer role is to implement, monitor, and provide local guidance and risk assessment on Syngenta, Federal and State requirements in local seed processed as they are applicable to biotechnology protecting Syngenta from implications associated with non-compliance.
Responsibilities also include Stewardship related communication with Biological Assessment management, regulatory compliance and the GM quality management team, including representing the sites in stewardship requirements, standards and practices.
Accountabilities::
- Documentation Accountabilities :
- Maintaining applicable stewardship and regulatory compliance documentation and records (e.g., Record of Planting, Transport, Training forms, Regulated Seed Destruct forms, etc.)
- Become familiar with Quality Management practices related to GM materials at the sites and coordinate the development and implementation of Process Narratives and Site Work Instructions (SWIs).
- Coordinating with internal NA Quality and Regulatory Compliance personnel to understand these requirements and ensure compliance.
- Facilitating and actively participating in regular reviews and updates of Process Narratives and SWIs.
- Training/Education/Communication Accountabilities :
-Developing appropriate training materials and delivering training to local staff on stewardship and regulatory compliance requirements, including standard operating procedures, Process Narratives, SWIs, and any unique local regulations and/or permit terms and conditions. Provide guidance for Stewardship training at Kunia.
- Facilitating QC training for personnel that will be completing SQC submissions.
Communicating related QA, Quality Management, and Regulatory Compliance updates and issues onsite.
- Leading site stewardship leadership group meetings and ensuring this group is delivering the required training to their individual work teams.
- Updating NA R&PD QMS team space with current site work instructions and forms.
- Provide coordination of stewardship and compliance activities at defined regional core and satellite research stations (corn & soy).
- Representing site at relevant stewardship, quality management, and regulatory compliance meetings.
- Monitoring and Follow Up Accountabilities :
- Monitoring and auditing adherence to stewardship and regulatory compliance requirements for the handling (e.g., transport, planting, harvest, storage, and inventory) of GM materials.
- Contacting appropriate internal stewardship and regulatory compliance managers when a lack of adherence with stewardship and/or regulatory compliance requirements is detected.
- Initiating Corrective Preventative Action Process (CAPA) when non-conformity to regulatory compliance and stewardship requirements are reported. Participating in root cause analysis and the development of appropriate response. Provide guidance and support for Regulatory Compliance and Stewardship at Kunia.
- Site contact for internal and external audits/quality reviews.
- Reporting on success/failure/improvement/impact of stewardship, compliance and quality initiatives.
- Performing all tasks and behaving in a manner compliant with and in support of all safety related company policies and practices, including completing all required Company training courses and attending local safety meetings.
- Other Accountabilities :
- Ensure compliance with BIO Excellence through Stewardship and APHIS Biotech Quality Management System programs.
- Facilitate all USDA, EPA and HDOA biotechnology inspections on Kauai and provide support for Oahu inspections.
- Lead the Kauai Stewardship team and prepare data in support of the quarterly site management reviews.
- Coordinate field phytosanitation inspections for all Kauai fields needing inspection with HDOA.
- Facilitate incident response according to NA Incident Escalation Support Process.
- Identify potential areas of stewardship risk for Hawaii and arrange for process risk assessment (PRA) and facilitate all follow up actions.
-Participate as required in NA QMS audits as support auditor.
Knowledge, Skills &
Experience:
Critical knowledge::
- BS degree in a relevant scientific discipline or equivalent; M.S. preferred. Demonstrated knowledge of breeding or other required scientific principles.
Critical experience :
- Minimum of three to five years of relevant work experience and significant achievement.
- Experience with agricultural biotechnology, breeding techniques and practices and a familiarity with regulations governing agricultural biotechnology.
Critical technical, professional and personal capabilities :
- Ability to manage projects and procedures by directing personnel outside of a standard reporting relationship.
- Ability and motivation to learn new tools and technologies.
- Ability to work on project/products of complex scope where analysis of data requires an in-depth evaluation of various factors.

- Ability to determine methods and procedures on new assignments and provide guidance to other personnel.
- Ability to use personal computer with standard office software and data management tools (SPIRIT, Reliance) and application.

Critical Success Factors & Key Challenges:
- Become familiarized with Syngenta's SOPs for Experimental Field Trials of Regulated Articles in the US, Core Processes and Biotechnology requirements unique to Hawaii.
- Evaluate current compliance procedures against SOPs & Core Processes and implement standard procedures that enable timely project delivery and compliance.
- Developing a strong understanding of all Hawaii seed operations, processes and communication tools (including Reliance & SPIRIT).
- Exercise technical discretion and contribute to problem solving.
- Read and understand literature that directly relates to their work area.
- Establish a good working relationship with local biotechnology regulators.
- Build a relationship with staff and management that enables trust and buy-in for the purpose and importance of compliance with regulatory compliance, stewardship and quality management concepts and processes.

PHYSICAL DEMANDS OF THE
Essential Functions:
- Ability to travel to both Hawaii sites, as well as the mainland several times per year.
- Capable of working long hours during time-critical periods
- Ability to work days, evenings and weekends
- Position requires travel by car/pickup during certain periods of year
- Ability to be on your feet for a majority of the day if necessary
- Ability to sit and work on a computer for extended periods of time
- Ability to use telephone or participate on teleconferences for extended periods of time
